Hart-Frederick Consultants P.C. (HFC) is a full service civil engineering, land surveying, and town planning consulting firm. Our staff includes Professional Engineers (PE) registered in the State of Iowa, Professional Land Surveyors (PLS), survey crews, draft persons, construction technicians, certified Water and Wastewater Operators, CAD operators, planning staff, a paralegal, and support persons. Hart-Frederick Consultants P.C. has well-established affiliations with related consultants. We can provide our clients with ready access to high quality architectural, structural, archeological, historical, geotechnical, and environmental services.

Background:

Hart-Frederick Consultants P.C. is a consulting firm performing predominantly civil and environmental engineering, and surveying for municipalities and private developments in east central Iowa. In 1985 Michael Hart began providing consulting services for private, institutional, and municipal clients as Hart Engineering. The following year, Doug Frederick created Frederick Surveying and Engineering providing surveying, subdivision design, and site development. The two firms found they had a successful working relationship; thus, in 1996 the firms merged to become Hart-Frederick Consultants P.C.

Currently, HFC serves as City Engineer for approximately 20 communities in east central Iowa. Vinton, Wellman, Van Horne, Mechanicsville, Norway, Tiffin, North English, Blairstown, Wapello, Swisher and Oxford are a few of the communities we serve. Our services focus on communities with less than 10,000 persons, however we are project engineers for larger communities and private clients. Our staff is experienced in a wide range of water, wastewater, drainage, subdivision design, and transportation engineering projects. HFC is organized into two "teams"- the civil/municipal engineering team and the land development team. Both teams work very closely with each other. The civil/municipal engineering team prepares designs and confers with IDNR and/or IDOT on design requirements, solicits all necessary environmental and archeological clearances, and prepares plans and specifications for competitive bidding of the project.

Hart-Frederick Consultants P.C. works predominantly with smaller communities. Our staff is always available to answer questions and offer advice on all manner of community engineering and planning projects. Our services are offered in a relaxed and informal manner, backed up with solid professionalism. We understand and appreciate how small city projects evolve. We place emphasis on the personal connection - not the "bottom line". We have consistently applied this service philosophy to our work over the last two decades.
